No. Each purchase gives you access to a set of learning content that must be progressed through thoroughly to unlock that level's certification exam. You must take that certification exam and pass with a score of 80% or higher to accomplish certification at that level.

MECP certification is a progressive system. Every certified technician must be at least Apprentice certified. If you have purchased the Skilled level, you must progress through the Apprentice level content and accomplish that certification prior to unlocking the Skilled level content. If you purchase the Expert level, you must accomplish Apprentice certification to unlock the Skilled level, then accomplish Skilled certification before unlocking the Expert level.

Each purchase is for one year of content access. You should accomplish your certification at that level (or those levels) as soon as possible to maximize your official "certified" time. Your certification expires at the end of the 1-year purchase. You can renew your certification prior to expiration to skip having to go through the entire course (or courses) again - you will simply take a short renewal exam that covers any changes over the last year. If your certification expires, you must begin again.
